Why not create a Global Lottery System?
Once a month (or once every three months? depending on how long the organization and implementation can be accomplished for an efficient "machine"), everyone and anyone on this planet can take a chance by paying $1 U.S. Dollar (or Euro or its equivalent) for a chance to win $5 million dollars, tax-free.
The remaining assets from receipts would then be distributed (percentage-wise/according to the amount of tickets purchased from that country/holding) to every country on the globe: 25% to the country; the remaining 75% to be distributed to its citizens/residents.
Each country would become a little wealthier and more prosperous; as would all who participate in the Global Lottery. The global economy would flourish. Works for me.
